Undrar lite varför de valde just RC-135 som plattform. Visserligen är den utprovad och klar sedan många år, och innebär därmed minimal risk, men rimligtvis borde man kunna bulta dit prylarna på en B737 eller något annat modernare.

Det borde finnas någon plan på framtida enhetsflygplan som kan ersätta alla varianter på C-135 och B707.

 

KC-135 har det ju funnits/finns planer på ersätta med Boeing KC-767 och/eller EADS/Northrop Grumman KC-45 (en utveckling av A330-200).

Det där säger endast varför man valde RC-135 istället för en uppgradering av Nimrod R1. Det jag undrar är om man undersökte andra, modernare, plattformar och då med tanken att ha en framtida gemensam plattform för flera olika system.

KC-135 har det ju funnits/finns planer på ersätta med Boeing KC-767 och/eller EADS/Northrop Grumman KC-45 (en utveckling av A330-200).

USA skulle ju köpa KC-45 eller KC-767 men då handlade det bara om tankflygplan och inte ett enhetsflygplan för att ersätta C-135-familjen. Japan har visserligen E-767 och KC-767, så där kan man kanske se det som enhetsflygplan/-plattform. RAF har beställt A330 MRTT som ersättare för Tristar och VC-10, men samtidigt har man RC-135 (C-135 bygger på 367-80), E-3 (bygger på B707 som i sin tur bygger på 367-80) och Sentinel (Bombardier Global Express). Alltså 3-4 olika plattformar istället för 5, inte direkt någon jättestor förbättring.

Britain did have other options besides the RC-135V/W.

 

The RAF recently inducted its ultra-modern ASTOR Sentinel R1 aircraft into service, which uses a modified Bombardier Global Express long-range business jet to provide outstanding long-range ground surveillance and command and control capabilities. The same platform could have been modified to perform the SIGINT/ELINT role, and in fact Lockheed Martin had proposed this very combination for the USA’s canceled and recently restarted ACS SIGINT/ELINT aircraft program.

 

The difference between the ASTOR ELINT and the RC-135V/W Rivet Joint comes down to development costs and known capabilities. A new version of the Sentinel R1 would require a full design and integration phase, starting from zero, with all of the attendant risks. Capabilities might be very high with the approach, and operating costs would be lower; but problems could also arise with integration, and the airframe is much smaller than the Rivet Joint’s 707-related base airframe.

 

When development costs and potential overruns are added to the likely purchase costs, Britain appears to have concluded that the RC-135V/W was its best option. It, too, offered platform commonality with RAF aircraft (E-3D), plus precisely known capabilities and purchase costs, the benefits of joint operation with the USA from common bases like Diego Garcia, and a partner who will finance the R&D needed for future upgrades. The final MoU even went a step further. A joint maintenance agreement means that Britain and made British firms eligible to participate in future technology upgrades for USAF and RAF aircraft.

The full multi-role capability will not be available for some years

In 2004, the Department decided to withdraw its Jaguar aircraft. In the same year, it decided to spend £119 million to upgrade its early Typhoons to replace the Jaguar’s ground attack capability. The upgrade was successfully introduced in July 2008. In 2009, a corporate decision was taken to retire early the other air defence fighter, the Tornado F3, to save money. As a result, Typhoon aircraft have been prioritised to take over the air defence role that the Tornado F3 fulfilled. The Department can currently deploy a small number of Typhoon multi-role aircraft but in the majority of cases, such as Afghanistan, the Tornado GR4 remains the Department’s preferred ground attack aircraft. Newer Typhoon aircraft will have progressively enhanced multi-role capability with, for example, laser guided Paveway IV bombs and Storm Shadow cruise missiles by 2018. By this time Typhoon is likely to be the aircraft of choice for both ground attack and air defence.

Among the findings in today’s report are that key investment decisions were taken on an over-optimistic basis and costs have risen at a rate the MOD did not predict. The objectives of four partner nations on the project are not fully aligned and decision-making is slow. There have also been problems with spares and other support which mean the RAF is not flying Typhoon as much as planned.

Some elements of the aircraft support such as the supply of spares and repair of equipment are done within the collaborative arrangements. In parallel, each nation also has individual contracts to support and maintain the aircraft and these are independent of the other three partner nations. The Department has built on its experience introducing innovative commercial support arrangements for its Tornado and Harrier fleet and placed an independent United Kingdom only contract for the maintenance of the aircraft with BAE Systems. The contract requires BAE Systems to provide maintenance and support services to deliver a set number of aircraft to the RAF and the performance targets are largely being achieved. The Department has a similar arrangement with

Rolls-Royce for engine support including the supply of engine spares and again the company is largely meeting the performance targets. Separate to these two support contracts, there are indications of problems with the collaborative contracts for the supply of spares and repair of equipment. There have been shortages of spares and long timescales for equipment repairs on some of these contracts. To compensate, the Department has had to take parts from some of its Typhoon aircraft to make other aircraft available to fly.

Part of the cost increase on the project can be explained by the fact that the production phase of the project started on an unrealistic basis. The balance between costs, numbers of equipments and the importance of the operational capability to be provided are important factors when the Department decides whether a project offers sufficient value for it to invest in. Not having a realistic understanding of any of these factors can adversely affect the perceived value of the project.

Out of the £3.5 billion cost increase, £2.2 billion is due largely to the inefficient collaborative commercial and managerial arrangements, obligations to international partners and the complexity of the technologies being developed, a challenge compounded by the rigid collaborative workshare requirements. The Department did not anticipate the potential of these arrangements to drive additional cost into the project.

Royal Navy piloter skall träna på franska hangarfartyg

Trettio Royal Navy piloter kommer att bli undervisade i franska för att de skall tillåtas träna ombord på franska hangarfartyget Charles de Gaulle, enligt rapporter.

 

De första fem brittiska piloterna kommer inom kort att spendera 16 veckor med att lära sig franska på France's College Interarmées de Défense

i Paris innan de börjar träna på Charles de Gaulle i tre år, där de kanske kommer att flyga franska Rafale jetplan, enligt rapporter.

 

De kommer att förväntas använda franska under flygning och inne i officerarnas område (kvarter).

 

Nyheten härstammar från en intervju nyligen där chefen för den franska flottan, amiral Pierre-Francois Forissier sade att fler franska sjömän

har lärt sig engelska som förberedelse för de närmare militära banden till följd av försvarssamarbetet mellan Storbritannien och Frankrike.

 

En talesman från försvarsdepartementet (Ministry of Defence) sade: "Relationen med Frankrike är strategiskt viktigt och diskussioner fortgår

om Royal Navy:s personal baserad på Charles de Gaulle som en del av det bilaterala avtalet mellan våra två länder."

 

"Detta ger oss möjlighet att upprätthålla vår kompetens och bidra till att utveckla en förbättrad kapacitet för hangarfartygsslagförmåga i framtiden."

Hangarfartyget HMS Illustrious, är nu ombyggt till ett helikopterhangarfartyg. Ombyggnaden kostade 40 miljoner pund.

Skall vara i tjänst tills 2014 då hon ersätts av HMS Ocean som nu renoveras.

 

Hon lämnde Rosyth varvet den 17 juni och skall testas till havs innan fartyget anläder till Portsmouth i juli för att återgå till flottan.

Efter en 16-månaders renovering, kan Illustrious ta upp till 20 helikoptrar och har 600 personer i besättning.

 

Hon har fortfarande en ski-jump, sluttande ramp, på hennes flygdäck för flygplan att använda under start - men

försvarsdepartementet förnekade spekulationer att ett litet antal Harrier jetplan åter kunde tas i drift.

-HMS Ark Royal skrotas i år.

 

HMS Ark Royal som byggdes för £200 miljoner pund säljs som skrot för £3.5 miljoner pund. Förmodar att det är ett tomt skrov.

 

Skroven till Type 22 fregatter som kostade £400 miljoner pund vardera säljs för £300 000 pund, jagare för 1 miljon pund.

Det där låter nog mycket värre än vad det faktiskt är.

 

Tranche 1-flygen har bara runt 30-35% intern likhet med Tranche 2 och Tranche 3. Det är extremt svårt för alla nationer att hålla dem i luften p.g.a detta, Österike vill ju till och med sluta flyga med sina (om det nu faktiskt blir så, de senaste dagarna har det kommit fram att den senaste rapporten om hur dyra flygen är har fifflats med för att få det att se värre ut).

 

Att skrota 16 långhuvar, som ändå knappt används till pilotträning längre sedan långhuvar från Tranche 3 levererats, för att kunna hålla igång 2 divisioner med Tranche 1 till incidentberedskapen och luftförsvar bortom 2030 är en helt okej deal enligt mig. I en perfekt värld med oändlig budget så visst, men nu när verkligheten alltid gör sig alltid påmind så är detta ett förnuftigt beslut.

Det första av fem st E-7 Wedgetail AEW flygplan kommer att levereras 2023.  Dessa ersätter de befintliga E-3 Sentry Airborne Warning and Control flygplanen. E-7 Wedgetail är en modifiering och militarisering av trafikflygplanet Boeing 737 Next generation. De första två planen kommer att vara begagnade skrov med låga flygtimmar som kommer att renoveras och modifieras till samma standard som för hela flottan. Alla E-7 kommer att kunna opereras och underhållas av RAF.

 

Namnet Wedgetail kommer från att flygplanet ursprungligen utvecklades för det australiska flygvapnet under project Wedgetail, vars namn i sin tur refererar till den australiska kilstjärtsörnen som är Australiens största örn och en av världens största örn arter. Australiska flygvapnet opererar 6 st E-7 Wedgetail och har 14 st P-8A Poseidon beställda varav 11 är levererade. E-7 liknar våra egna S 100B Argus på så vis att radarn är fast monterad och radarstrålarna skickas ut elektroniskt ('phased array antenna'). Flygplanet har dock fler operatörsplatser för bearbetning av radarinformationen jämfört med S-100B Argus, där det mer är fråga om att länka ner informationen till marken.

 

Enligt World Air Forces 2020 så finns idag i RAF 4 st Boeing E-3D AEW flygplan som är byggda på trafikflygplanet Boeing 707. Även de nio havsövervaknings- och ubåtsjaktflygplanen typ P-8A Poseidon som är under leverans är byggda på Boeing 737.
