Actually, the February 28 FATF statement does not comment on Iran's new anti-money laundering law. The statement does say, however, that the FATF has been working with Iran since the October 2007 FATF statement was issued and "welcomes the commitment made by Iran to improve its AML/CFT regime". Moreover, the February 28 statement, for whatever reason, drops the "significant vulnerability" wording, opting instead to reaffirm that financial authorities around the world should "advise" their domestic banks to exercise "enhanced due diligence" concerning Iran's AML/CFT "deficiencies".
I min kursivering i slutet finner ni att FATF bl.a valt att inte använda "significant vulnerability" utan istället väljer att "advise" vilket kan uppfattas som ett mindre starkt ställningstagande i jämförelse med FATF uttalande i oktober. Tittar vi dock på FATF's uttalande från 28 feb så står det:

Since its October 2007 Plenary meeting, the FATF has engaged with Iran and welcomes the
commitment made by Iran to improve its AML/CFT regime. Consistent with its Statement on
Iran, dated 11 October 2007, the FATF confirms its call to its members and urges all
jurisdictions to advise their financial institutions to take the risk arising from the deficiencies
in Iran’s AML/CFT regime into account for enhanced due diligence. Iran is encouraged to
continue its engagement with the FATF and the international community to address, on an
urgent basis, its AML/CFT deficiencies.
Alltså. "Consisten with ... confirms its call to its members
and urges all.."
Så om orden "significant vulnerability" inte finns i texten den 28.e Feb, betyder de att man tagit en mjukar linje?
